Job Description:

Tuvli is in need of a Security Specialist to support the day-to-day operations of the Department of State (DOS) Office of Security Management (SM). As the Security Specialist for SM, the incumbent oversees security aspects of the development and/or design of limited access areas, building access barriers, secure rooms, and other features affecting site integrity. Responsibilities * Reviews assigned diplomatic construction projects to identify construction security needs to ensure the integrity of each CAA construction project.
* Develops a project-specific Construction Security Plan (CSP), a stand-alone plan to provide protection for CAAs during the construction/renovation phase of a project, incorporating into the CSP a Site Security Plan (SSP) and a Transit Security Plan (TSP) for the classified and sensitive equipment and areas to be incorporated into the project.
* Sets program and project priorities in accordance with the Security Environment Threat List (SETL) and, based on the nature, size, scope, and security threat associated with assigned projects, determines numbers and deployment dates for Site Security Managers (SSMs), who are the on-site managers responsible for the execution of CSPs; Cleared American Guards (CAGs), who are Top Secret-cleared United States citizens professionally trained to ensure site security; and Construction Surveillance Technicians (CSTs), who are Top Secret-cleared U.S. citizens who are selected, professionally trained, and assigned to construction/renovation sites to provide surveillance of uncleared workers in CAA or CAA-contiguous areas;
* Arranges for the engagement of local guards to be in place at the times and in the numbers needed to ensure an appropriate level of access control at site. * Coordinate's personnel deployment dates with proponents of assigned projects based on anticipated construction dates, and with affected posts to resolve any pre-construction security issues. * Plans and oversees transit of sensitive construction materials for construction projects; coordinates with the Bureau of Diplomatic Security (DS) concerning the timely deployment of SSMs and manages the procurement and assembly of CAGs and CSTs to ensure that they are in place prior to the arrival of sensitive equipment or construction of controlled access areas. * Reviews architectural drawings and plans for assigned projects to ensure that classification guidelines have been adhered to, especially those related to the design of controlled access areas, and other features affecting site integrity; and provides guidance to architects and project managers concerning classification issues. * Develops information and supporting justifications needed for the formulation and preparation of multi-year budget plans; develops cost estimates for travel expenses, specialized equipment procurement, site managers, guards, and other project-specific expense so that these can be incorporated into budget estimates. * Represents the Department along with Government manager in liaison contacts with other government agencies on overseas security matters; represents SSO in Overseas Security Policy Board (OSPB) meetings and working groups; and may also represent the Department on a variety of interagency security committees deal with international terrorism, construction security standards, technical security countermeasures, and physical security engineering, engaged in considering terrorism in general, residential security policy, revisions to physical/construction/technical security standards and application policies, protection of classified materials, and research and development as they apply to security systems; * Establishes tenant project funding requirements. * Prepares performance measures, memorandums, and other materials documenting progress towards government performance management goals and in support of Capital and Functional Programs, budget submissions, Program Performance Reviews (PPRs), and other taskers. * Drafts policy and procedures for issuance in the Foreign Affairs Manual (FAM) and Foreign Affairs Handbook (FAH); * Prepares written responses to inquiries from the Office of the Inspector General (OIG), Government Accountability Office (GAO), and the Congress, and in response to Freedom of Information Act (FOIA) requests; and submits to Government Manager for final action.
* Assist the Contracting Officer's representative, assisting the Contracting Officer in the administration of contracts by reviewing operational security language to be included in contracts for the design, construction, or renovation of buildings that contain a CAA; reviewing task orders and vouchers; reviewing Requests for Contract Action (RFCAs) and Task Order Requests (TORs); assisting the COR with acceptance review of contractor deliverables, accreditation, Independent Design Review (IDR), and mitigation reviews. Qualifications * Must be a U.S. citizen and must be able to obtain a Secret security clearance.
* Active Secret Clearance preferred.
* 2+ years of related work experience. * Bachelor's Degree in a related field or equivalent years of experience. * Mastery of the theories and practical application of professional construction security, technical security, and physical security standards for the protection of personnel, buildings, and classified information, documents, and communications capabilities, including mastery of construction, physical, and procedural security methods and processes. * Comprehensive knowledge of security policies, procedures, and practices of the Department of State (DOS), particularly as they related to overseas posts, with special emphasis on defense against terrorism, espionage, sabotage, dissident acts, civil disorder, violence, burglary, and theft. * Thorough familiarity with the operation of all approved construction, physical, and technical security resources, and ability to identify a full range of possible application to specific assigned projects. * Ability to conceptualize, develop, and integrate new security systems and technologies that are customized to meet the often-unique security requirements of each post. * Ability to envision and design novel and often unique construction, technical, and physical security systems as needed to deal with host country conditions, unusual lease requirements, internal traffic flow patterns, operating or program constraints, floor plan arrangements, unreliable utilities, and limited or non-available local materials that are suitable for construction, maintenance and repairs; envision how the final design will mesh with and accommodate post programming and operational requirements; conceptualize and implement systems to counter dynamic and fluctuating threat levels; and sufficient adaptability to assess and compensate for inadequacies in specific buildings or building locations. * Ability to understand and interpret design drawings and construction plans to ensure that recommended changes applicable to security can be incorporated into a project without prohibitive expense or project delay. * Ability to address unanticipated obstacles to project design and completion, such as special requirements or restrictions imposed by host country governments, fine arts commissions, historical societies, etc., by resolving them through creativity, independent thinking, innovation, and the ability to make judicious decisions that will retain or improve operating efficiencies without compromising effective security. * Knowledge of federal contracting requirements to ensure compliance with federal contracting regulations.
* Understanding of and ability to apply the principles of project management, including workflow analysis, scheduling, architectural and engineering contracting procedures, and budget processes as they relate to long-term international construction projects.
* Strong written and oral communication skills and a demonstrated ability to cooperate with, and gain the cooperation of, others in a united effort to achieve program goals.
